According to RBI circular: http://rbidocs.rbi.org.in/rdocs/notification/PDFs/83421.pdf

Banks can no longer levies charges for :
1. For use of own ATMs for any purpose
2. For use of other bank ATMs for balance enquiries
3. For use of other bank ATMs for cash withdrawals

i.e You don’t have to pay for using other banks ATM now for above mentioned services while you will be charged for using your credit card for these services .
